AT&T Broadband Puget Sound Backbone Network Upgrade

This project involved the implementation of a new network to serve 1.4 million homes passed with television (analogue and digital), voice and high-speed data services. The network comprises six major headend/primary hub facilities and approximately 40 secondary hub facilities, all connected by dual-redundant fiber optic rings spanning 250 route-miles. New, modern inside plant systems, incorporating large-scale signal combining networks and DWDM optical transmission technology, were also implemented. All major facilities met AT&T Network Validation requirements and are GR-1275 compliant. The project spanned four years and involved multiple equipment vendors and installation/construction contractors. Comprehensive project management services were provided to track budget, scope and schedule, with monthly reports being submitted to AT&T. Extensive co-ordination with the parallel HFC network build project was also effected to help ensure that capital expenditure resulted in increased revenue as quickly as possible, and so that franchise commitments were met.
This project realized the convergence of traditionally disparate telecommunications services onto a single broadband network, all being made available from a single service provider for the first time on a large-scale. This project also required the convergence of IBI Group’s Urban Land, Facilities and Systems practices into a single project team in order that easements and municipal approvals were obtained as needed, facility design and construction programs were conducted to suit both the local authorities and the client’s operational requirements, and the network design and implementation activities were executed in accordance with the pertaining technical, marketing and franchise requirements.
