Hamilton Central Ambulance Communications Centre Review

This provincially operated ambulance dispatch centre serves the City of Hamilton, Niagara Region, and the Counties of Brant, Haldimand and Norfolk – a catchment of 7,000 sq.km., 1.1 million persons and a call base of 185,000 medical emergency calls annually. On behalf of the Government of Ontario, IBI Group investigated and presented recommendations to improve the following aspects of ambulance dispatch operations: organization; management; workload; staff recruitment, training and retention; operational policies; IT systems; and quality assurance.

Study of Non-Emergency Inter-Facility Patient Transfers

Retained by the Ontario Ministry of Health and Long-Term Care to investigate alternative public policy and funding options, to improve patient transfer arrangements. Study included a survey of the following Ontario stakeholders to determine the costs, how stakeholders deal with the issues and potential solutions: Ontario hospitals, EMS providers, long-term care sector, transfer service providers and community specialized transit operators.

Halton Region 10-Year EMS Plan

IBI Group was retained to develop a long-term ambulance services plan for future public policy, capital and operational decisions. Scope of the consulting engagement includes a comprehensive investigation of call volume trends, emerging pressures, resource needs, financial needs, technological needs, station locations, alternate deployment strategies, organizational requirements, and training and quality assurance programs.

EMS Delivery and Governance

Retained by numerous Ontario municipalities to investigate the effectiveness of existing and alternative EMS delivery arrangements. Options investigated have included public / private partnering, public /public partnering and direct municipal delivery arrangements, including fire-based EMS. In addition to public policy recommendations the scope of such assignments have included: transition plans, organizational reviews, design and execution of RFP processes, and the negotiation of ambulance service agreements on behalf of municipal clientele.
